sh.createRow(0).createCell(0).setCellValue("a");
sh.createRow(1).createCell(0).setCellValue("b");
sh.createRow(2).createCell(0).setCellValue("c");
sh.shiftRows(0, 1, 3); //move "a" and "b" 3 rows down
